SHe-Box registration on the Ministry of Women & Child Development portal
SHe-Box (shebox.wcd.gov.in) is the centralised Ministry of Women & Child Development portal for lodging and tracking sexual-harassment complaints; registering an organisation on it is a distinct step from constituting an Internal Committee under the POSH Act, and — for a growing list of states and districts — a separate obligation in its own right. We handle the Head Office Registration, nodal-officer nomination, and the ongoing record as branches and IC memberships change.
What SHe-Box is
The portal was launched in 2017 and substantially relaunched on 29 August 2024. The relaunch followed the Supreme Court's directions of 3 December 2024 in Aureliano Fernandes v. State of Goa & Ors., aimed at ending what the Court described as "paper compliance" — Internal Committees that exist on record but not in practice.
Two routes to an obligation
No single central notification makes SHe-Box registration compulsory for every private organisation in India. But that is not the same as saying it is optional — an obligation can reach you by either of two independent routes, and you need to check both.
1 · Where you operate
State and district authorities have issued their own directives. What we can currently verify:
- Delhi NCT — public notice, 12 June 2025, covering all public and private organisations.
- Gautam Buddh Nagar (Noida) — District Probation Officer directive, April 2025, for establishments with 10 or more employees.
- Mumbai City and Thane — registration deadline 15 May 2025.
- Directives in force in Maharashtra generally, Telangana, Odisha (from November 2025), Goa, Gujarat and Bengaluru Urban.
2 · Who regulates your sector
Independently of where you sit, a sectoral regulator can require SHe-Box registration of the entities it licenses — and that obligation runs pan-India, reaching every branch regardless of which state has issued a notice. Regulated financial-sector entities are the clearest example: market regulators and the exchanges have pushed SHe-Box and POSH compliance down to registered intermediaries as a condition of licensing rather than as a state-level matter.
If you are a regulated entity, the operative instrument is your own regulator's circular, not your district's notice — and it is usually the stricter of the two. We confirm which applies against your licence category at scoping rather than assuming it.
This list reflects what we have been able to confirm as of the date of this page and is not exhaustive — a district, state or regulator not listed here may still have an active directive we have not yet verified.
The Uttar Pradesh position
Noida sits in Gautam Buddh Nagar, Uttar Pradesh — not Delhi, so the Delhi NCT notice does not by itself reach a UP establishment. It does not need to: the District Probation Officer for Gautam Buddh Nagar issued a directive in April 2025 requiring establishments with 10 or more employees to register their Internal Committee on SHe-Box. A Noida employer at or above that threshold is covered on its own district's instruction.
Two things follow. An NCR employer that also maintains a Delhi office is separately covered by the Delhi mandate for that office, independent of its UP footprint. And if your sector's regulator requires SHe-Box registration, that obligation applies to every branch pan-India and overrides the question of which district you are in.
Uttar Pradesh has not issued a single state-wide notification of the kind Delhi NCT has; the position outside Gautam Buddh Nagar is district-by-district, and we confirm your specific district rather than assuming the Noida directive extends to it.

SHe-Box registration adds to an organisation's existing obligations under the POSH Act — the appointment order, the IC composition, the annual report. It replaces none of them.

- We do not control or guarantee the verification timeline set by the District Nodal Officer.
- We do not treat SHe-Box registration as a substitute for IC constitution under s.4 — the two obligations run in parallel.
- We do not assert a UP/Noida registration mandate that we have not verified.

We already have a constituted IC — do we still need SHe-Box registration?
